Federal Communications Commission (FCC) Chairman Brendan Carr is scheduled to update lawmakers this week on the agency’s ongoing review of recent changes in radio station ownership, particularly surrounding an investment firm’s acquisition of over 200 local radio stations across the country.

According to a report by Fox News, Carr will speak to members of the Republican Study Committee, a group of House lawmakers, during their annual closed-door luncheon. His briefing is expected to cover the broader impact of media consolidation, foreign investment in U.S. communications, and regulatory procedures followed by the FCC.

At the center of the discussion is the 2023 purchase of radio stations by an investment firm linked to financier George Soros. The deal involved acquiring a significant share of Audacy, one of the nation’s largest radio companies. The transaction has sparked debate over foreign investment limits in American media and the approval process used by the FCC.

Carr previously raised concerns before the House Oversight Committee, emphasizing that the FCC typically has clear guidelines for approving transactions involving more than 25% foreign ownership. “We have established over a number of years one way in which you can get approval from the FCC when you have an excess of 25 percent foreign ownership,” Carr explained. He noted that this transaction appeared to be moving forward through an alternative review process, one that, according to him, was not consistent with standard procedures.

The FCC’s approach to the acquisition has led some lawmakers to request additional oversight. In a letter last year to the FCC, members of the House Oversight Committee questioned whether the agency was bypassing its traditional approval methods. They expressed concerns about the potential implications of the deal, particularly with regard to media influence and the future landscape of local radio.

Chairman Carr’s upcoming briefing is also expected to touch on broader concerns about maintaining diversity of ownership and viewpoints across local media outlets. Lawmakers from both sides have increasingly scrutinized media consolidation, especially as it relates to maintaining local journalism, community news access, and editorial independence.

Meanwhile, other officials, including Rep. Chip Roy of Texas, have echoed concerns about the larger trend of corporate ownership consolidating media voices, calling for a careful review of large-scale media acquisitions to ensure transparency and regulatory compliance.

The FCC has not issued a final decision regarding the Audacy transaction or proposed any formal changes to the review process, but Carr’s discussions with lawmakers are likely to influence how the agency handles similar cases in the future.

As media ownership continues to evolve with changing technologies and market forces, debates over regulation, transparency, and public interest obligations remain central to the FCC’s mission. Carr’s briefing will provide lawmakers with an opportunity to explore these issues further and discuss potential policy responses.
